Officers from the Van Nuys vice unit served a search warrant Thursday at the Talk & Win Internet cafe on Sherman Way after getting an anonymous tip that gambling was taking place there, the LAPD said in a statement.
AdvertisementOfficers seized 42 computers and ,200 in cash, and arrested 20 people on suspicion of gambling at an illegal facility and three on suspicion of possession of a gambling device.
'Unfortunately, these types of illegal gambling locations are found in low-income areas. These 'businesses' are illegal, period. They are a scam with very little payouts,' Van Nuys Vice Officer in Charge Sgt. Ron Fisher said in a statement.
The raid followed an operation earlier in the week in which the LAPD served search warrants on several suspected gambling houses in Koreatown. Those facilities were in private homes and had become a nuisance for the neighbors, police said. SPF-INTERPOL OPERATIONS AGAINST ILLEGAL SOCCER GAMBLING #sgpolicearrest
The Singapore Police Force (SPF) had participated in the INTERPOL-led Operation SOGA VI where law enforcement agencies coordinated efforts to combat illegal soccer gambling. The operation consisted of nearly 4,000 raids on illegal gambling syndicates which were estimated to have handled around US9 million worth of bets.
As part of this operation, SPF arrested a total of 39 suspects believed to be involved in remote gambling activities. Preliminary investigations also revealed that the value of illegal bets collected by these suspects had totalled over S.5 million. In addition to cash of more than S0,000, computers, laptops, modems, routers, mobile phones and other items believed to be used to facilitate illegal betting activities were seized. Through follow-up investigations, SPF also seized more than S0,000 from the suspects’ banks accounts. Investigations against all the suspects are ongoing.

Under the Remote Gambling Act 2014, any individual who participates in unlawful remote gambling shall be liable on conviction to a fine not exceeding ,000 or to imprisonment for a term not exceeding 6 months or to both. Any person who provides unlawful remote gambling services for another shall be liable on conviction to a fine of not less than ,000 and not more than 0,000 or to imprisonment for a term not exceeding five years or to both.
Deputy Commissioner of Police (Investigations & Intelligence) concurrent Director of the Criminal Investigation Department, Tan Chye Hee said, “The series of operations conducted in Singapore reinforces the Police’s determination to stamp out unlawful remote gambling. The Singapore Police Force will continue to work with INTERPOL and our foreign counterparts to take tough enforcement actions against those who flout the law.”

A person engages in gambling if he stakes or risks something of value upon the outcome of a contest of chance or a future contingent event not under his control or influence, upon an agreement or understanding that he or someone else will receive something of value in the event of a certain outcome. Gambling does not include bona fide business transactions valid under the law of contracts, such as the purchase or sale at a future date of securities or commodities, contracts of indemnity or guaranty and life, health or accident insurance.
Federal law defines illegal gambling activity as:
- Is a violation of the law of the state in which it is conducted; and
- (Involves five or more persons who conduct, finance, manage, supervise, direct or own all or part of such business; and
- Has been or remains in substantially continuous operation for a period in excess of thirty days, or has a gross revenue of $2,000 in any single day.
State laws on illegal gambling activity vary by state and often include offenses for possessing illegal gambling devices and promoting illegal gambling activity. An illegal gambling device is any device, machine, paraphernalia or equipment that is normally used or usable in the playing phases of any gambling activity, whether that activity consists of gambling between persons or gambling by a person involving the playing of a machine. However, lottery tickets, policy slips and other items used in the playing phases of lottery and policy schemes are not gambling devices within this definition.
Gambling is accepting, recording, or registering bets, or carrying on a policy game or any other lottery, or playing any game of chance, for money or other thing of value. Title 18, U.S.C., Sec. 1955, makes it a federal crime or offense for anyone to conduct an 'illegal gambling business.'
An 'illegal gambling business' is defined to be a gambling business which:
- Is a violation of the law of the state in which it is conducted; and
- Involves five or more persons who conduct, finance, manage, supervise, direct or own all or part of such business; and
- Has been or remains in substantially continuous operation for a period in excess of thirty days, or has a gross revenue of $2,000 in any single day.
State laws also govern gambling. Some states prohibit public wagers or betting by minors, while others allow wagering up to a certain amount. In some states parimutuel betting on horse races at the tracks is legal and most states operate or participate in daily and weekly lotteries. Some states, however, particularly those along the Mississippi River, restrict casino gambling to riverboats. Since passage of the federal Indian Gaming Regulatory Act of 1988, states have been required to permit on reservations any type of gambling that is permitted off-reservation. Gambling is a significant source of revenue in their respective states and the subject of controversy due to the social ills which have been argued to be connected to it, such as organized crime and gambling addiction.
